Smoky BBQ Beef Brisket

2-3 lb fresh beef brisket
1 t. chili powder
1 t. garlic powder
1 t. celery seed
1/2 c. ketchup
1/2 c. chili sauce
1/4 c. brown sugar
2 T. white or apple cider vinegar
2 T. Worcestershire sauce
1 1/2 t. liquid smoke
1/2 t. dry mustard
1/3 c. water
2 T. flour
Cut brisket to fit in slow cooker. Combine chili powder, celery seed and garlic powder. Rub evenly over meat and place in cooker (or do like I do: put the beef in the pot and sprinkle the rub on top). Mix remaining ingredients except water and flour and pour over brisket. Cook on low for 10-11 hrs or high for 5. Remove meet from crock pot, skim any fat from the juices. Mix flour and water in small saucepan. Measure out 2 c. of cooking liquid and add it to the sauce pan. Cook and stir until thickened and bubbly. Cut meat across grain into thin slices and top with sauce.
